QUI EST UN RÉFUGIÉ?


Selon la Convention de Genève de 1951, un réfugié est une personne qui a fui son pays « craignant avec raison d'être persécutée du fait de sa race, de sa religion, de sa nationalité, de son appartenance à un certain groupe social ou de ses opinions politiques ». Cette personne ne peut ou ne veut pas y retourner car son gouvernement ne peut ou ne veut pas la protéger. Les Nations Unies travaillent en collaboration avec les gouvernements nationaux pour trouver des pays d'accueil pour ces personnes. Les États-Unis accueillent chaque année des milliers de réfugiés du monde entier. Les réfugiés sont des invités des États-Unis. Ils sont des résidents légaux et devraient pouvoir bénéficier de tous les privilèges liés à leur statut.

QUI EST UN SIV ?


Le programme de « Visa d'Immigrant Spécial » du Département d'État américain est destiné aux hommes (et certaines femmes) courageux qui ont apporté un soutien crucial aux forces militaires américaines pendant les conflits en Afghanistan et en Irak. Les immigrants qui arrivent dans le cadre de ce programme sont appelés « VIS » et, comme les réfugiés, doivent se soumettre à un processus de vérification long et rigoureux avant d'entrer aux États-Unis. En raison de leur engagement auprès des États-Unis dans les zones de guerre en Afghanistan et en Irak, les voisins des VIS et leurs familles ne sont pas en sécurité dans leur pays d'origine.
